California Alcohol License & Permit Search: Find ABC Records and the Right Agency
California alcoholic beverage licenses are primarily regulated by the California Department of Alcoholic Beverage Control, commonly called ABC. Its official License Lookup can search existing, pending and former license records by license number, licensee name, business address or business name.
That state record is only one part of the picture. A restaurant, bar, liquor store, brewery or event may also be affected by local zoning, conditional use permits, business licensing, tax registration, law-enforcement approvals or federal alcohol permits.
Where to Start a California Alcohol Permit Search
Start with ABC when you need to verify whether a California business has a state alcoholic beverage license, identify its license type, research a pending application or locate license records within a city or county.
Do not assume that “alcohol permit” refers to one document. California uses multiple license and permit categories, and different government bodies handle different parts of an alcohol-related business. The state ABC license controls alcoholic beverage privileges. A local planning department may separately control whether the proposed use is allowed at a particular property.
| What you need | Best starting point | Important distinction |
|---|---|---|
| Verify one known alcohol license | ABC License Lookup by license number | Use the exact number when available to avoid confusing similar businesses. |
| Find a bar, restaurant or store license | ABC search by business name, licensee name or address | The DBA shown to customers may differ from the legal licensee name. |
| Find licenses across a city or county | ABC License Reports by Location | Reports can be filtered by license type and geography. |
| Check zoning or a Conditional Use Permit | City or county planning department | A state ABC license does not replace local land-use approval. |
| Find deeper ABC documents not displayed online | ABC Public Records Request | Public-record exemptions may limit what can be released. |
| Verify federal importer or wholesaler authority | U.S. Alcohol and Tobacco Tax and Trade Bureau | Federal approval is separate from California ABC licensing. |
How to Search California ABC Alcohol License Records
ABC’s License Lookup is the main public search for applicants and licensed individuals or businesses regulated by the department. ABC identifies the tool as the successor to its former License Query System.
Open the official License Lookup
Use the California ABC website rather than a third-party directory when the record will affect a purchase, lease, compliance decision or legal issue.
Choose the strongest identifier you have
A license number is usually the most precise option. If you do not have it, use the legal licensee name, business address or business name/DBA.
Compare identity details before relying on the result
Check the premises address, DBA, licensee name and license type. Similar business names can belong to unrelated operators or multiple locations.
Read the status and dates carefully
Do not treat a record’s existence as proof that every privilege is currently active or that every local approval remains valid.
Check related local or federal records when necessary
For due diligence, compare the ABC record with city or county planning approvals and, for certain industry businesses, applicable TTB permit records.
Search by license number
Use this option when a license certificate, sale agreement, inspection document, ABC notice or prior record already gives you the license number. ABC describes this lookup as a way to locate a single record for a single license number.
Search by licensee name
This is useful when the legal owner or operating entity is known. A restaurant’s storefront name may not match the person, corporation or LLC identified as the licensee, so try both the legal name and DBA when necessary.
Search by business address
Address search is useful for property due diligence, lease review and researching a location where the business name has changed. Confirm the city as well as the street address so you do not rely on a similarly numbered property elsewhere.
Search by business name
ABC also supports lookup by DBA. This can be the easiest starting point when you know the name displayed on the business but not its legal ownership entity.
Search by city, ZIP code or county
ABC provides geographic licensing reports for users who need a broader list. Available report routes include city, ZIP code, county, county-and-census-tract and statewide license reports. These are especially helpful for market research, neighborhood review and finding licenses of a particular type within a defined area.
What an ABC License Record Can—and Cannot—Tell You
An ABC record can help establish the state alcohol-license identity associated with a business or premises. Depending on the record and report, information may include license type, status, issue or expiration information, licensee identity, premises address, DBA and the ABC district associated with the license.
| Record detail | Why it matters | What not to assume |
|---|---|---|
| License number | Provides a precise identifier for later searches and agency questions. | A number by itself does not establish current active privileges. |
| License type | Identifies the category of alcohol privileges granted by ABC. | Different license types do not provide identical sales, service or premises privileges. |
| Status | Helps determine the current state of the record. | Local zoning, business-license or tax compliance is not established solely by ABC status. |
| Licensee | Shows the person or entity associated with the license. | The licensee name will always match the public-facing business name. |
| Premises address | Connects the license to the licensed location where applicable. | Every alcohol-related approval at that address appears in the ABC record. |
| Issue/expiration information | Helps distinguish historical and current licensing periods. | A recently expired date always means the business failed to renew; ABC states its lookup updates after expiration when a timely renewal has been paid. |
Common California Alcohol License and Permit Types
California has many ABC license types. The category determines what alcoholic beverages may be sold, where consumption may occur and what operating conditions apply. The descriptions below are simplified starting points; use ABC’s current license-type catalog for the complete rules and exceptions.
| Type | Common description | Typical use |
|---|---|---|
| 20 | Off-Sale Beer & Wine | Retail sale of beer and wine for consumption away from the premises. |
| 21 | Off-Sale General | Retail sale of beer, wine and distilled spirits for off-premises consumption. |
| 40 | On-Sale Beer | Bars or taverns selling beer for consumption on or off the premises under the license’s rules. |
| 41 | On-Sale Beer & Wine — Eating Place | Restaurants serving beer and wine while operating as a bona fide eating place. |
| 42 | On-Sale Beer & Wine — Public Premises | Bars or taverns selling beer and wine without distilled spirits. |
| 47 | On-Sale General — Eating Place | Restaurants with authorized beer, wine and distilled-spirit privileges subject to applicable requirements. |
| 48 | On-Sale General — Public Premises | Bars and nightclubs selling beer, wine and distilled spirits for on-premises consumption. |
| 58 | Caterer’s Permit | Allows qualifying licensees to cater alcoholic beverages away from their licensed premises subject to ABC requirements. |

ABC Licensing Does Not Replace City or County Permits
The California Department of Alcoholic Beverage Control handles the state alcoholic beverage license, but ABC itself tells applicants to contact appropriate city or county officials to determine whether local business licensing is required. ABC also advises applicants to check local zoning rules and whether a Conditional Use Permit may be necessary for a new location or a property not previously used for the proposed alcohol-related business.
California ABC
Controls state alcoholic beverage license privileges, license applications, transfers, renewals, licensing records and enforcement under California alcohol laws.
City or County Planning
May handle zoning clearance, land-use review and Conditional Use Permits. The responsible agency depends on the actual jurisdiction of the premises.
Business Licensing & Other Departments
A city or county may require a business license or tax registration and may impose separate operational conditions. Building, fire, health or occupancy approvals can also apply depending on the business and property.
Police or Sheriff
Local law enforcement receives notice of certain ABC applications and may have an approval or review role for some temporary or special-event licensing situations.
Conditional Use Permits and zoning records
For some premises-to-premises license transfers, ABC’s application materials call for a zoning affidavit and identify the city or county planning department as the source for zoning information. ABC also lists a copy of the Conditional Use Permit—or evidence that the CUP application was submitted—among documents that may be required for certain retail transfers.
This is why a California alcohol license search should not stop at the ABC database when you are evaluating a property. The state license and local land-use approval answer different questions.
For a California property-specific example, see the site’s Los Angeles Building Permit Search guide when the property is actually within the City of Los Angeles. That building-record system is separate from California ABC licensing.
Searching a Pending California Alcohol License Application
ABC’s licensing section states that its public lookup covers existing, pending and former licenses. If a business has recently applied, search by the applicant or business information you have and compare the premises carefully.
For applicants, ABC provides Online Services for many original retail and non-retail license applications. The online process allows users to create an account, answer required application questions, upload supporting materials and submit payment.
How long can an application take?
ABC’s current application-requirements guidance says most investigations take approximately 45 to 50 days. It states that a person-to-person transfer averages about 75 days and an original license about 90 days, while cautioning that circumstances can cause longer waits.
ABC’s newer applicant information also warns that the process may take more than 90 days depending on protests, missing documents or other circumstances. For that reason, an applicant should not treat a filing date as a guaranteed opening date.
Current fee schedules
ABC maintains separate schedules for original licenses, transfers, annual fees and other permit transactions. The current application-fee page identifies its 2026 schedule as effective January 1, 2026. Because ABC also publishes future fee schedules, verify that you are reading the schedule for the year in which you actually apply.
Alcohol License Transfers Are Separate ABC Transactions
An existing California alcohol license cannot simply be handed to a buyer or moved to another address without the applicable ABC process. ABC identifies several transaction types, including person-to-person, premises-to-premises, double transfers, stock or membership changes and other ownership changes.
| Transaction | What changes | Research tip |
|---|---|---|
| Person-to-person | The license moves from one owner or entity to another. | Do not assume the buyer is licensed merely because the seller’s record is active. |
| Premises-to-premises | An existing license is proposed to move to a new location. | Check zoning and local land-use approvals for the new premises. |
| Double transfer | Both the ownership and premises change. | Review both the proposed owner and proposed address. |
| Stock/membership change | Ownership interests in a corporation or LLC change. | Use ABC’s transaction-specific guidance because reporting requirements vary. |
ABC states that filing a transfer application does not itself complete the transfer. The department may deny a transfer, and protests or accusations can delay or affect the transaction.
County Recorder records can also matter
For certain retail license transfers, ABC materials require a Notice of Intended Transfer to be recorded and certified by the County Recorder in the county where the licensed premises is located. Escrow requirements may also apply when consideration is being paid in connection with a transfer.
Temporary Permits and One-Day Alcohol Licenses Are Not the Same Thing
California uses several temporary or event-related alcohol authorizations. Their names can be confusing, so identify the actual ABC program before searching or applying.
Temporary permit during a transfer
ABC explains that a temporary permit may allow a person to sell alcoholic beverages while waiting for a permanent person-to-person transfer at the same premises. It is not available simply because someone is waiting for an original new license, and it is not the ordinary route for moving a license from one premises to another.
ABC’s application instructions state that a qualifying temporary permit requested with a person-to-person transfer can be valid for 120 days. Issuance remains subject to ABC requirements and discretion.
Daily or event licenses
ABC also has daily-license procedures for qualifying organizations and events. Depending on the event, police-department approval may be required—for example, ABC identifies circumstances such as large attendance, a public street or public area, a first-time event at the location or certain other situations determined by the department.
Protests, Legal Actions and Other ABC Records
A basic license lookup may not answer every due-diligence question. ABC publishes additional licensing and enforcement information, and some records may require a public-records request.
Protesting a pending application
ABC states that anyone may protest an alcoholic beverage license application. Its protest guidance explains that protests generally must be filed by the close of business on the 30th day after the applicable notice is posted or mailed, using the later applicable notice date.
A protest should identify the applicant, exact proposed business address, the specific grounds for objection and the supporting facts. ABC reviews timely protests to determine whether the concerns are valid under the governing process.

Legal actions filed
ABC’s licensing reports include legal-action information. These reports can provide another research route when you need to investigate recent accusations or other filed actions associated with a licensee.
How to Request California ABC Public Records
If the online lookup and published reports do not contain the document you need, California ABC provides a formal public-records process under the California Public Records Act.
ABC encourages written requests that specifically identify the records sought. A focused request can include a license number, business or licensee name, premises address, approximate date range and the type of document you need.
- Identify the license number if known.
- Provide the exact business and premises address.
- State the date range relevant to your request.
- Describe the record type rather than asking for “everything.”
- Explain alternative identifying details if a business changed names.
ABC lists publicrecords@abc.ca.gov for written public-record requests and directs requesters not to send formal records requests to a district office. Its public-record guidance also states that copying charges will not exceed $0.10 per page for photocopies, although different circumstances or formats may involve other practical considerations.
Which Official Agency Handles Each Part of a California Alcohol Business?
No single agency controls every requirement associated with selling, serving, manufacturing, importing or wholesaling alcohol in California. Use the agency that actually controls the record or approval you need.
| Agency or office | Primary role | When to use it |
|---|---|---|
| California Department of Alcoholic Beverage Control | State alcohol licenses, applications, transfers, licensing reports, enforcement and related ABC programs. | Verify a license, research an applicant, apply, transfer or contact the responsible ABC district office. |
| City or County Planning Department | Zoning, land-use rules and possible Conditional Use Permits. | Check whether alcohol sales/service are allowed at the specific premises. |
| City or County Business Licensing Office | Local business license or business-tax registration where required. | Confirm local operating-registration requirements before opening. |
| Local Police or Sheriff | Receives notice of certain ABC applications and may review some event or temporary-license situations. | When ABC instructions or local rules call for law-enforcement review or approval. |
| California Department of Tax and Fee Administration | Seller’s permits and applicable sales/use and alcoholic beverage tax accounts. | Register a California alcohol business for applicable tax permits and accounts. |
| County Recorder | Recording certain notices connected with ABC license transfers. | When ABC transfer instructions require a certified Notice of Intended Transfer. |
| U.S. Alcohol and Tobacco Tax and Trade Bureau | Federal alcohol permits, registrations and industry regulation. | For applicable manufacturers, wholesalers, importers and other federally regulated alcohol businesses. |
California seller’s permit
CDTFA states that California businesses making taxable sales must register for a seller’s permit. Its alcohol-industry guidance also directs alcohol businesses to register for applicable alcoholic beverage tax accounts when required.

Federal TTB permits
Federal requirements depend on the business activity. TTB states that businesses purchasing beverage alcohol for resale at wholesale or importing beverage alcohol generally must obtain the appropriate Federal Basic Permit before engaging in that activity.
TTB also publishes downloadable lists of publicly available permittees, including alcohol importers, wholesalers and certain producer categories. Those files are useful when state ABC research needs to be compared with federal industry authorization.
RBS Certification Is Different From the Business’s ABC License
California’s Responsible Beverage Service program applies to many on-premises alcohol servers and managers. ABC states that RBS training and certification has been mandatory for applicable on-premises servers and managers since July 1, 2022.
RBS certification is not a substitute for the establishment’s alcoholic beverage license. It is an individual compliance requirement for covered servers and managers working in applicable licensed settings.
The certification process includes registration in the RBS Portal, training from an approved provider and passing the ABC Alcohol Server Certification Exam within the required timeframe.
Alcohol License Due-Diligence Checklist
If you are evaluating a bar, restaurant, liquor store, event venue or alcohol-related business before a lease, acquisition or other important decision, use more than one search route.
- Search ABC by the exact license number when one is available.
- Run a second search using the DBA or business name.
- Search the premises address to detect a differently named licensee.
- Confirm the license type and understand the privileges associated with that type.
- Review the displayed status, issue information and expiration information.
- Check whether a transfer or pending application appears relevant to the property or operator.
- Research local zoning and any Conditional Use Permit tied to alcohol sales or service.
- Verify applicable local business licensing and property-related approvals.
- Review ABC legal-action reports if compliance history is important to the transaction.
- Use a public-records request when the online record does not answer the question.
- For wholesalers, importers or manufacturers, compare applicable TTB permit records.
- Retain the license number and official records used for the decision instead of relying only on screenshots or third-party summaries.
What to Do When You Cannot Find the California Alcohol License
The business name returns nothing
Search by address and then by the legal owner’s name. The DBA used on signs, menus and social profiles may differ from the entity shown on the ABC license.
The address returns several records
Compare license type, licensee, status and dates. A premises can have historical records, ownership changes or multiple related license entries.
You found an expired date
Do not immediately assume the license was abandoned. ABC states that when renewal is paid timely, the License Lookup is updated after the expiration date to reflect the next period. If the timing is important, confirm the current status with ABC.
You found the ABC license but no local permit
Confirm the correct city or county jurisdiction and ask the planning department what local authorization applies. The local record may be indexed by property address, parcel number, case number or business owner rather than the ABC license number.
You need a document that is not online
Use the ABC public-records procedure and describe the document as specifically as possible. Include the license number, premises and date range.
You are unsure which ABC office has jurisdiction
Use ABC’s district-office directory. The department provides office selection by county and lists office contact information for licensing questions.
California Alcohol License Search FAQs
1. What is the official California alcohol license lookup?
The official state search is the California Department of Alcoholic Beverage Control License Lookup. ABC says the service provides information about applicants and licensed individuals and businesses regulated by the department.
2. Can I search a California alcohol license by business address?
Yes. ABC License Lookup provides a business-address search. It is particularly useful when you know the premises but do not know the license number or legal owner’s name.
3. Can I find all alcohol licenses in a California county?
ABC provides geographic licensing reports, including licenses by county, city, ZIP code, county and census tract, and statewide reports. Use the license-type filter where available to narrow the results.
4. Does an ABC license prove that every local permit is approved?
No. Local zoning, Conditional Use Permits, business licenses, building or fire approvals and other requirements can be handled by separate city or county agencies. Verify the approvals relevant to the particular premises and activity.
5. What is the difference between an ABC license and a Conditional Use Permit?
An ABC license is the state’s alcoholic beverage authorization. A Conditional Use Permit is a local land-use approval that may regulate whether and how a particular use operates at a property. A business may need both.
6. Can I search for a pending California alcohol license application?
ABC states that its public License Lookup covers existing, pending and former licenses. Search using the applicant, DBA, premises or other available identifying information.
7. How can I research disciplinary or legal-action information?
Start with ABC’s licensing reports and legal-action information. If the document you need is not publicly displayed, use the department’s Public Records Request process. A filed accusation should not be confused with a final disciplinary finding.
8. Can a California alcohol license be transferred to a new owner?
Some licenses can be transferred, but ABC approval is required. ABC distinguishes person-to-person, premises-to-premises, double and other transaction types. Filing the application does not itself complete or guarantee the transfer.
9. Does an alcohol business also need a California seller’s permit?
California tax-registration requirements are separate from ABC licensing. CDTFA states that businesses making taxable sales generally must register for a seller’s permit, and additional alcoholic beverage tax accounts can apply depending on the business activity.
10. When do federal TTB permits matter in California?
Federal requirements become important for activities such as alcohol manufacturing, importing and wholesaling. TTB states that importers and businesses purchasing beverage alcohol for resale at wholesale generally need the appropriate Federal Basic Permit before beginning that regulated activity.

Use the License Number as Your Research Anchor
If you locate the correct California alcohol license, save its license number and verify the licensee, premises, license type, status and dates. Those details give you a reliable starting point for follow-up questions with ABC and make it easier to distinguish the correct record from businesses with similar names.
For property or business due diligence, continue beyond the state alcohol record when necessary. Check the responsible local planning agency for zoning or CUP records, CDTFA for applicable tax registration requirements and TTB for federal industry permits when the business activity falls within federal regulation.
When an online result is incomplete or a legal, financial or compliance decision depends on it, obtain clarification from the responsible government agency rather than treating a third-party summary as an official determination.
